Uganda Presents Final Draft Feasibility Study on Sustainable Aviation Fuel (SAF)

In a significant stride toward a greener aviation future, Uganda has charted its course for domestic Sustainable Aviation Fuel (SAF) production with the presentation of a comprehensive feasibility study. The landmark report, unveiled today at the Imperial Golf View Hotel, positions the nation as a potential regional pioneer in the global effort to decarbonize air travel.
The study is the product of a strategic partnership between the Uganda Civil Aviation Authority (UCAA), the International Civil Aviation Organization (ICAO), and the Government of the United Kingdom. It confirms Uganda’s substantial potential to produce SAF by leveraging its abundant biomass resources, including agricultural and forestry residues.
“This study is more than a report; it is a blueprint for energy security, environmental stewardship, and economic transformation,” said Ms. Olive Birungi Lumonya, Deputy Director General of UCAA, speaking on behalf of the Director General. “By harnessing our natural resources for SAF, we are investing in cleaner skies, protecting our environment, and unlocking new industries for the benefit of all Ugandans.”
The initiative aligns with Uganda’s proactive climate commitments and ICAO’s global ambition to cut international aviation CO2 emissions by 5% by 2030 through the use of SAF and other cleaner energies. Ms. Irene Atto, UCAA’s Acting Director for Safety, Security and Economic Regulation, highlighted the nation’s consistent leadership, noting, “Our voluntary early adoption of ICAO’s CORSIA scheme in 2019 was a clear signal. Today, we are moving from commitment to concrete action.”
The feasibility study outlines how a domestic SAF industry could diversify energy sources, reduce reliance on fossil fuel imports, and generate new revenue streams and green jobs within the agricultural and industrial sectors.
With the technical foundations now established, the program advances to its critical next phase: the development of a detailed National Business Case. This implementation roadmap will be crafted in close collaboration with key government ministries, the Uganda National Oil Company (UNOC), and aviation stakeholders to attract investment and guide policy.
Today’s announcement firmly signals Uganda’s ambition to be a central player in Africa’s sustainable aviation journey, contributing to global climate goals while fostering resilient, home-grown economic growth.
