Uganda Civil Aviation Authority Signs Management Service Agreement with International Civil Aviation Authority (ICAO)

The Uganda Civil Aviation Authority Director General Mr. Fred. K. Bamwesigye has signed a Management Service Agreement (MSA) with Mr. Juan Carlos Salazar, the Secretary General of the International Civil Aviation Authority (ICAO) to launch a partnership between Uganda CAA and ICAO focused on the Evaluation of Uganda’s CAA’s training needs and development of a training plan for the 2026-2028 period.
The partnership, which was signed on Tuesday, May 27th, 2025, reflects UCAA’s commitment to aviation excellence and is bound to benefit Uganda economically in various ways.
Through ICAO’s Global Aviation Training (GAT), section, the project aims to establish an Internal Unit, assess current training gaps and requirements across departments and develop a long term training plan that aligns with International standards and ICAO Protocols.
According to Mr. Fred.K. Bamwesigye, “The partnership reflects UCAA’s unwavering commitment to aviation excellence, human capital development, and alignment with Sustainable Development Goals (SDGs) on industry innovation and resilient infrastructure as per the regulations of the International Civil Aviation Organisation.”
