Uganda and Argentina Sign Bilateral Air Services Agreement to Boost Connectivity

Uganda has successfully concluded a new Bilateral Air Services Agreement (BASA) with the Republic of Argentina. The landmark agreement was finalized alongside the signing of a reviewed BASA with the State of Qatar during the ongoing ICAO Air Services Negotiation event (ICAN2025).
The signing ceremony, which took place in Punta Cana, Dominican Republic from 10th to 14th November 2025 marks a pivotal step in strengthening air connectivity between Africa and South America. A Memorandum of Understanding was formally signed, and the Argentina BASA was initialed, paving the way for enhanced trade, tourism, and economic cooperation between the two nations.
This strategic milestone is part of Uganda’s broader vision to expand its global aviation network and solidify its position as a key aviation hub in East Africa. By establishing direct air links with South America, the agreement opens new gateways for business, cultural exchange, and tourism, creating unprecedented opportunities for both regions.
The Ugandan delegation at ICAN2025 is led by Ms. Olive Birungi Lumonya, Deputy Director General of the Uganda Civil Aviation Authority (UCAA). The delegation also includes senior officials from the Ministry of Works and Transport and the national carrier, Uganda Airlines.
“We are excited about the prospects this new agreement with Argentina brings,” said Ms. Olive Lumonya. “It is a testament to our commitment to fostering international partnerships that drive economic growth and global connectivity for Uganda. Our team continues to engage with other states at ICAN2025 to further strengthen our aviation network in line with our national strategic vision for air transport.”
The ongoing negotiations at ICAN2025 underscore Uganda’s proactive approach to creating a robust and interconnected global aviation network, supporting the growth of Uganda Airlines and the nation’s broader economic interests.
